Senate President Franklin Drilon last Wednesday said Congress will take steps to legalize the Disbursement Acceleration Program (DAP) – declared unconstitutional by the Supreme Court (SC) – by redefining the term “savings” through a joint resolution or a supplemental budget. Claiming that Congress can change the SC decision, Drilon gave the following illustration: If a newsman is convicted of libel but Congress passes a law decriminalizing libel, the conviction would be rendered null and void.
