Specialist, Performance-based Language Assessment CAL Classification: Senior Technical Specialist Program Area: PreK-12 ELL Assessment Hours Per Week: 35 hrs/wk (full-time) Position Available: Immediately DESCRIPTION OF DUTIES: Oversee the development of materials supporting scoring of performance-based language assessments, particularly speaking and writing, and the development of rater training materials for test administrators of English language learners in grades K-12. Work as part of a larger team that develops assessment and training products for a large multi-state consortium dedicated to the instruction and assessment of ELLs. PRIMARY RESPONSIBILITIES: Develop and implement a system to monitor, support and provide quality control of scoring, in coordination with major project partners Establish and manage the transfer of field test rater training materials to technology partner; Materials include training, anchor, qualifying, recalibration and validly/check sets and answer keys Serve liaison between CAL and the operational scoring partner to ensure scoring fidelity and appropriate implementation of rubrics Provide guidance and support to internal teams in the test rating procedures and processes, including selecting anchor responses and developing justifications for ratings SPECIFIC RESPONSIBILITIES: Create and review print, online and audio training and reference materials related to scoring rubrics Score audio and written responses and coordinate team scoring of test responses for selected studies Coordinate internal process of developing calibration sets Assist with tasks related to test development, test rating, and research on the English language proficiency test Track work and perform quality control checks for selected studies Assess needs for internal rating, participate in rating and provide arbitration Ensure that final edits and proofing of rater training materials are complete and submitted in a timely manner, following quality control procedures Collaborate with field test scoring partner to assist scoring of speaking and writing Collaborate with project partners to select and approve ratable, representative samples for the Rater Training program for local educators Assess needs for internal rating, participate in rating, provide scoring arbitration and approve rationales for speaking and writing samples used in the training of test administrators Take charge of the organization and flow of work for the Screener Rate Training Group/Speaking and Writing Coordinate among several working groups to set up a plan and implementation schedule Analyze and integrate the learning and findings from Speaking and Writing research activities Work collaboratively with managers of CAL’s test development team, psychometric analysis team and test administration materials preparation team Other duties as assigned related to language testing and research projects related to performance-based language assessment QUALIFICATIONS: Education: BA/BS required, MA/MS preferred in applied linguistics, instructional design, second language acquisition, or related discipline in educational measurement. Degree with emphasis on language testing or applied measurement preferred. Experience: Must have a minimum of 4-7 years of relevant experience in and working knowledge of the field of language learners, preferably in grades K-12. Experience with administering and scoring performance-based language assessments, experience with foreign and/or second language standardized tests is required. Knowledge of second language acquisition theory is required. Experience in the areas of literacy, content area instruction, training delivery or creating English language study or assessment materials, and/or familiarity with WIDA standards and assessment system is desirable. A commitment to improving education, particularly for ELLs, is essential. Desired Skills: Must be able to work in a team as well as independently, prioritize work and give attention to detail while meeting deadlines. Ability to manage multiple tasks with help from outside consultants. Excellent writing skills; attention to detail when writing; editing skills; ability to write and create products with the perspective of the end-user in mind. Adeptness with technology, especially the latest version of Word. Experience with InDesign and Adobe software a plus. Excellent written and oral communication skills, including the ability to clearly and professionally communicate via emails, phone, and in face-to-face work with co-workers, clients, CAL business partners, and administrators and teachers in schools. Excellent people skills; flexible; getting along well with others; a quick learner.
