AREA envisions the achievement of peace and stability in Afghanistan through enabling the communities, and believes that empowering communities at the grassroots level is the key to having a developed and prosperous Afghanistan. AREA collaborates with Chemonics International Inc. on USAID’s 5 years project Regional Agricultural Development Program (RADP-West) in Badghis province aims to improve food and economic security for rural Afghans. The overall objective of the program is to improve the productivity and profitability for targeted value chains in the wheat and high-value crop. This sustainable agriculture program will support the consolidation of licit economies to fuel economic growth, including providing alternatives to poppy cultivation. The program will achieve sustainable and sustained improvements in the legal, regulatory, and policy environments affecting value chain development and economic growth. In addition, AREA partners with Chemonics to work with Provincial DAIL and MAIL offices in the development of targeted value chains, in decreasing the cost of certified seed wheat and on advising on crop diversification. Position Summary: The Senior Agronomist based in Badghis will manage the team of community Mobilizers district level to identify beneficiaries, bottlenecks, opportunities, and training development. He/She will further report to the Provincial Director Badghis of RADP-West. The Senior Agronomist will report challenges, successes, and opportunities in the province and districts and submit periodic reports as required. Job Description • Identifying all the major stakeholders/ cooperatives in the production of agriculture commodities in the districts of Badghis province. • Identifying production constraints in the identified value chains and proposing project interventions that will address those constraints. • Development of formats for need assessment survey to identify opportunities and constraints in wheat crop production in the province. • Organizing the farmers and establishment of the farmer associations/cooperatives. • Establishment of wheat crop demonstration plots district level in the province. • Manage and implement all daily agriculture related activities (wheat crop) in partnership with associations/cooperatives/DAIL, such plots of wheat crop in the AREA targeted communities and districts. • Facilitating technical activities to be undertaken by association/ cooperatives members such as improve crop management, agro practice, harvesting, sorting, grading and packaging. • Seek out and establish buying relationship with local and regional buyers. • Work with input suppler partners to develop their provision of goods and services to farmer customers. • Collaborate with other departments of the AREA especially and mater related to input supply for, and production and sale of wheat products and value chain priorities under RADP- west program. • Support private sector partners and DAIL to deliver improved extension services to formers to help improvement of food access and capital assets. • Proved all necessaries documentation of activities per program M&E system needs. • Conduct training needs assessments of agriculture cooperatives supervise the designing and organizing of training programs to address the identified training needs. • Design capacity building activities for agriculture cooperatives and farmers association; • Conducting wheat technical training for the association members. • Oversee project implementation in accordance to project document and report project progress to Provincial Director and AREA main office. • Organize training assessment reports; • Monitor all production support activities and make recommendations for modification, improvement or the introduction of new activities; • Conduct regular field visits, monitor and evaluate projects implemented by AREA, provide professional feedback to the organization. • Monitor nutrition project activities and provide feedback • Prepare and submit monthly and quarterly project progress report • Ensure that all humanitarian programming is carried out with cultural sensitivity, promotes gender equity and ensures inclusion of marginalized groups; • Participate in technical working groups, Ministerial and NGO coordination meetings in provincial and district centers as required; • Perform any other duties as required. Job Requirements Essential Qualification • University Degree in the field of Agriculture, from a recognized University with at least 3 years’ field experience within government, International NGOs or UN Agencies in the similar position/field. • Proven knowledge and experience to use MS word, Excel, Access, PowerPoint and Outlook, internet use. • Full working knowledge of English, Dari and Pashto languages • Must be familiar with the operating area • Proven communications and reporting skill.
