With a total of approximately 600 staff worldwide, SFCG implements projects from 53 offices in 30 countries, including in Africa, Asia, Europe, the Middle East, and the United States. Summary of Position Search for Common Ground (SFCG) seeks a Senior International Finance Officer (Sr. IFO) who will be responsible for all aspects of field financial data management at headquarters, including quality review and integration of monthly field reports into the consolidated Great Plains accounting system and subsequent budget vs. actual reporting via SharePoint, as well as providing team leadership to the International Finance Officer and Finance Interns that may be engaged from time to time. Primary responsibilities include the review and processing of monthly financial report submissions received from the country offices in order to consolidate the accounting in the headquarters’ financial accounting software. Reporting to the Director of Global Finance, s/he ensures field accounting procedures conform to Generally Accepted Accounting Principles (GAAP) and as well as to company policy and donor regulations surrounding grants and contracts financial management. The Sr. IFO will routinely interact with international and headquarters staff concerning general informational inquiries. The ideal candidate will have proven experience in financial operations in the nonprofit INGO sector, and excels at account analysis and financial management in a non-profit fund accounting environment. Responsibilities • Leads and conducts reviews of monthly country office financial report submissions for assigned portfolio, including: o Petty Cash & Bank Reconciliations o Cash Registers (pending General Ledger transactions) o Payroll and related Tax/Withholding entries o Liquidations of Employee & Partner Advances o Accrual Management o Reconciliation with Corporate G/L for country office activity • Evaluate and provide guidance to the International Finance Officer and Finance Interns as may be applicable on the monthly desk review of the field financial data submission, including transfer of knowledge regarding cost principles and donor rules and regulations. • Posting of Monthly Reports (journal entry uploads) to the Headquarters’ accounting system, as well as adhoc approved Reclassification entries based on prescribed monthly closing deadlines. • Set up prescribed compliance check plans for International Finance team to review transactional compliance with internal control policy and procedure, as well as donor rules and regulations, and manage results for taking corrective actions as needed. • Review cash receipt and disbursement transactions such as but not limited to: advances, procurement, travel, subaward transactions, etc. – ensuring adequacy of supporting documentation, appropriate cost accounting allocations, proper project and account code, etc. • Monitor timely liquidation of partner advances. • Monitor country office cash balances to ensure cash balance maintained is adequate but not excessive. • Support the Accounting Manager in review of periodic country office funding requests for reasonableness of cash management. • Review of country office expense reclassification requests in tandem with Grants & Contracts team for award eligibility / period of availability, etc. prior to processing in the system. • Close coordination with the G&C team producing donor financial reports in order to ensure that projects are appropriately closed and maintain integrity of the filed donor reports. • Timely resolves problem areas with the field office and Headquarters’ Finance and Grants & Contracts teams as may be necessary. • Training of country office Finance managers (as needed) on monthly field reporting matters, including new office start-ups and transition of finance personnel. • Support and coordination with appropriate personnel in implementing QuickBooks in the country offices for successful import into the headquarters’ software. • Coordinates data collection efforts for the annual external audit and any project audits in the portfolio. • Reviews, analyzes and monitors project budget-to-actual variances. • Provides recommendations for field office technical assistance visits needed, improving work processes and overall customer service. • Initiate improvement and simplification of accounting processes and procedures. • Assists in the documentation of pertinent financial procedures and related training manuals. • Prepares key documents for the Finance Intranet, including policy and protocols, templates, forms, etc. As job descriptions cannot be exhaustive, the position holder may be required to undertake other duties that are broadly in line with the above key duties. Minimum Qualifications Essential • Bachelor’s degree in Accounting or Finance • A minimum of seven (7) years of progressively responsible experience in accounting operations, with five (5) years or more in the INGO sector directly related to field office accounting • Working knowledge of OMB Circulars, including USG Cost Principles and Audit Guidelines, as well as other Donor’s rules and regulations • Ability to coordinate team deliverables and provide mentoring to multiple staff in a highly diverse multicultural environment • Ability to train financial and non-financial staff of all levels • Proven knowledge of automated accounting systems and reporting tools customized to a fund accounting environment using batch processing • Strong spreadsheet and analytical skills; proficiency in Excel and other Microsoft Office products required • Strong sense of natural curiosity to study a problem and identify root causes, and make logical connections / conclusions from scattered data • Excellent interpersonal skills, including courtesy, cooperativeness, and professionalism • Effective communicator internally and externally • Excellent written and oral English communication skills to effectively interact with staff regarding detailed financial information, and business-related inquiries into financial matters in a highly diverse multicultural environment • Demonstrated commitment to teamwork in a fast-paced work environment • Highly organized and detail-oriented with ability to meet deadlines, both prescribed and self-imposed • Ability to perform and prioritize multiple tasks • Adaptable and flexible Desired • Experience with Great Plains and QuickBooks accounting software • International experience living or working overseas, preferably in an INGO country office setting • Fluency in French or another language Salary: Commensurate with experience and education, with excellent benefits To Apply: Application Deadline: August 12, 2013.
