Sericulture being an important sector of our national economy for small and marginal farmers has vast potential of value addition, employment generation and foreign exchange earnings.Kindly find below the suggestions as desired. For Socio economic development and empowerment of Cocoon Farmers/Farmers Producer Organizations(FPOs) be formed so that the Self Sustained Development of Sericulture sector be ensured by involvement of basic stake holders at grassroots level. Extensive drive/measures need to be initiated for extensive mulberry plantation on community/Govt. lands, river banks,flood channels, foot hill of forests, both sides of railway tracks besides establishment of small/large mulberry houses in private sector by providing land on long lease to ensure availability of sufficient quantity of mulberry leaf for production of Cocoons. Central Silk Board Silk Worm Seed Regulation 2010 needs to be enforced in letter and spirit in all States for quality Silk Worm Seed for better productivity and quality of Cocoons. National Policy needs to be declared for proper utilization of huge under utilised infrastructure available with the State Sericulture Depts. and Central Silk Board under Public Private Partnership (PPP) mode. Further, Smart Silk Villages need also to be developed in PPP mode with integrated activities right from land to finished products of Silk having tourist attraction as well. Flexibility in funding pattern of CDP Schemes of CSB needs to be allowed from 80:10:10 to 80:20 ie 80% from CSB and 20% from beneficiaries or State Govt for maximum utilization of funds keeping in view poor availability of funds with State Govts. Further Separate/ sufficient funding for the Silk Clusters approved by the Ministry for implementation during 12th plan be provided for different interventions and formation of Community Based Organizations(CBOs)/Cluster Level Associations(CLAs) Integrated Skill Development Scheme (ISDS) and Designing/Product development needs to be implemented through Exporters,Manufacturers and NGOs by establishment of Skill Development cum Design Institutes in States under PPP mode. Integrated Sericulture Development (ISD) Scheme of 11th plan needs to be reintroduced during 12th plan for implementation for backward forward linkages with the funding pattern of 80:20 ie 80% from CSB and 20% from Beneficiaries or State Govt. Further the Integrated Processing Development Scheme(IPDS) also needs to be provided with funding pattern of 80% from CSB and 20% from SPV or State Govt during remaining period of 12th 5 yr plan for effective implementation. Cocoon Banks and Silk Exchanges need to be established with sufficient revolving fund as per production capacity of cocoons / silk yarn to avoid distress sale of cocoons and silk yarn. Work Shed Scheme and higher interest subsidy on working capital needs to be extended for all types of Silk related units. For PROMOTING exports, permanent marketing support in the shape of showrooms /ware housing needs to be created at State, National and International levels. International exhibitions.buyer seller meets,study tours,new market survey awareness cum exposure to farmers/realers/weavers /post cocoon entrepreneurs and exposure visits in latest technologies need to be also facilitated. About 6000 million tonnes of raw silk worth Rs 2100 crore is being imported in India annually from China to meet domestic demand of silk thereby causing a huge lossof foreign exchange. J&K being leading State in himalayan region including Himachal,Utrakhand and North Eastern States have potential of upscaling production of high quality 3A grade Bivoltine Silk to reduce import of raw silk from China.
