Third grade testing has been a big issue for schools and students because of Ohios Third Grade Reading Guarantee, which requires students to show they can read well before they can move on to fourth grade. The states shift to new Common Core exams coming this spring from the Partnership for Assessment of Readiness for College and Careers (PARCC), the multi-state testing group Ohio belongs to, added a bit of confusion.
