Service Doctors’Forum Central Committee Today on behalf of Service Doctors’Forum We have Given a deputation to the Returning officer of West Bengal Medical Council election and The Honourable Governor of west Bengal against irregularities of the election process. To 7th june, 2013 The Returning officer WBMC Election 8 Lyons range, Kolkata Sub: Election to the West Bengal Medical Council, 2013 Sir, The much-awaited election to the West Bengal Medical Council is to be held this year after a delay of seven long years. Political forces that have disrupted the democratic functioning of the MCI over the last 4 years and replaced it with an autocratically nominated BoG, again those in this state of ours who in their tyrannical reign of almost three decades and a half had over-run all autonomous institutions including the WBMC and replaced these with unquestioning obeisance to party command, are today suddenly crying hoarse for ‘democracy’! And our present Government of Change too, despite having raised expectations high, continued the functioning of WBMC in the same vein by nominating a body, that too not of doctors of high reputation and credentials, but those fulfilling the only criteria of being most subservient to the ruling clique! This election was reluctantly initiated only on orders of the Hon’ble Calcutta High Court The concept of autonomy that developed through our renaissance and freedom struggle taught that the governments are committed to take full financial responsibility of all welfare activities, while leaving all decisions and administration to the respective incumbent professionals and experts. But this concept has been squashed under foot by successive governments and ruling forces since independence through installation of ‘yes-men’ often of questionable excellence and integrity who have on one hand initiated the concept of blind support to policies of the powers-that-be on the plea that they are providing the fund. This in the long run facilitated implementation of the policies of privatisation unhindered from within: actually the people of the land, the taxpayers, the creators of wealth were forsaken. It is the bitter experience of people over years that the WBMC has nothing to do with people’s rights – it is a ruling body just to protect the interest of some unscrupulous doctors. The same tradition is still continuing. Hence nothing is expected of such a statutory body which should have upheld the standard of medical ethics on the face of upcoming challenges. In this situation of conflicts and clouded scenario, I) where voters, i.e. registered doctors have to vote through open ballots (ballot paper number and name over the envelop), and other loop holes including gross irregularities in distribution (voters not having received ballots) which put a big question mark over its very democratic intent, . ii) More than 400 name of teaching panel are not enlisted. iii) Many ballot are not properly reached to the incumbent. A question are raising about democratic norms of the election. So you are requesting to look after the matter in the interest of autonomy, democracy of the Medical council.
