Set up systems and procedures for Project management, implementation and monitoring of the progress; Assist PMU in preparing annual work plans, staffing schedules, job descriptions, and as necessary, budgets including equipment budgets, and detailed implementation schedule; Assist in preparing an overall Program Performance Monitoring System (PPMS) for the Program and ensure that the necessary independent inputs are in place when and where required; Assist PMU in operating the PPMS and in monitoring the physical progress of each sub project to ensure the effective and timely delivery of the program outputs; Prepare on behalf of PMU, project progress reports describing the physical and financial progress of the program, highlighting impediments to the quality and progress of the works and remedial actions, to be submitted to Government and ADB. The progress report shall also include the progress on implementation of loan covenants; Assist PMU and PIUs in identifying and preparing subprojects as per the subproject selection criteria, and assist PMU in (a) appraising subprojects, (b) preparing subproject appraisal reports; Prepare and/or amend, existing procedures and guidelines for site supervision and quality control to include guidelines and detailed job descriptions for engineers and site supervisors; Assist the PMU and PIUs with all aspects of procurement including tender document review, bid evaluation and selection of contractors; Assist PMU in supervising, coordinating and monitoring the work of the PIUs and the DSCs; Support the PMU and PIUs in technical matters such as reviewing and approving surveys, studies and master plans, subproject final designs, construction drawings and estimates, approving contractor’s works, review of variations, extra items and claims; Provide guidance and support to PIUs and DSCs for construction supervision including quality, cost and time controls; Provide inputs towards enabling the advance preparations of project in subsequent tranches of the program (IDIPT) in the various tourist circuits / destinations; Assist the PMU in other tasks as assigned to it by the EA. The following key professionals are required; 1) Team Leader (Project Management Specialist and Civil Engineer) (National – 34 pm): Should have Masters in Civil Engineering / Architecture preferably 20 years experience in design, management and supervision of improvements to natural/ historical sites / monuments / projects and a good understanding of conservation and community based themes. Demonstrated leadership qualities. 2) Civil Engineer-Building & infrastructure (National – 22 pm): Should possess Bachelors in Civil Engineering preferably 15 years experience in design of civil structures including infrastructure services such as water supply, sanitation and solid waste management. Experience in design and management of historical/ archaeological sites would be an advantage. The engineer should be conversant with National/ International codes and best practices in design and management of historical sites. 3) Cultural Heritage Management Expert (National – 6 pm): Should have Masters in Architecture / Archaeology preferably 15 years experience and formal training in conservation architecture. Design and Conservation of the architecture, layout, and other physical features preferably of historical properties. 4) Institutional Development Specialist (National – 11 pm): Should have a Degree in Management, Planning, public administration or another relevant field preferably 15 years or more experience in fields related to public or public/private property management, both within the country and in the region. Direct experience in managing heritage/historic properties would be highly desirable, as would experience in managing tourist destinations, pilgrimage sites or other types of properties/sites which experience visitor pressure. In addition to experience in public property management, the Site Management Expert should have previous experience in building institutional capacity at the local community level, and a demonstrated ability to innovate bespoke institutional structures. 5) Community Development Specialist (National – 10 pm): Should possess Masters in Social Sciences/ Management, preferably 15 years experience in community mobilization and community based heritage tourism product development focused on livelihood. Design of livelihood and community based tourism products and in community capacity building. 6) Procurement Specialist (National – 15 pm): Should have Bachelors in Civil Engineering preferably 15 years of experience in procurement goods, works and services as part of donor aided projects, preferably ADB. Should be conversant with the current procurement procedures of ADB. 7) Safeguards Specialist - Social & Resettlement (National – 10 pm): Should have Masters in Social Sciences/ Management, preferably 15 years experience in design and social related safeguards for donor aided projects, preferably with ADB and in oversight of their implementation/ compliance. Should be conversant with relevant national and state Land and environmental laws, and ADB procedures. 8) Safeguards Specialist - Environment (National – 10 pm): Should have Masters in Planning/ Environment/ Ecology preferably 15 years experience in design and environment related safeguards for donor aided projects, preferably with ADB and in oversight of their implementation/ compliance. Should be conversant with relevant national and state Land and environmental laws, and ADB procedures. 9) Project Monitoring Specialist (National – 30 pm): Should possess Masters in Engineering/ Planning/ Social Science preferably 15 years of experience in project performance monitoring, preferably projects supported by Donors. 10) Marketing and Promotion (National – 5 pm): Should have a degree in Tourism/ Communication/ Advertising/ Visual Arts preferably 15 years experience in design and marketing of advertisement and promotional content for all types of media including the internet, preferably on Tourism or development. Experience of work with a public agency would be important. 11) Financial Management Specialist (National – 12 pm): Should possess CA/ICWAI Masters in Financial Management preferably 15 years experience in project accounting and financial management systems. Should have adequate experience in design, implementation and management of project accounting financial management aspects of donor driven projects. 12) Support Engineers, Architects – 3 nos (National – 102 pm): Should possess a degree in civil / Archictecture with minimum 5 years of experience.
