Seven people were killed and more injured in fighting between the Ukrainian military and militia on Wednesday over the settlement of Staraya Konsrashovka, located 20 km from Lugansk. According to witness reports, bombs were dropped on the village from an Su-25 fighter jet. The attack hit a residential area, causing widespread death and injury among civilian targets. Dozens of buildings in the settlement are partially or completely destroyed. News of the attack comes on the same day as Ukrainian Foreign Minister Pavlo Klimkin agreed on a ceasefire plan at a conference in Berlin together with German, French and Russian foreign ministers.
