Seven ships detained for MLC deficiencies 16-10-2013 The Paris MOU reported Tuesday that seven ships have been detained for various MLC-related deficiencies one month after the new global maritime convention took effect. The Maritime Labour Convention 2006, which integrated over 60 ILO conventions relevant to seafaring, came into full force and effect on 20 August. MLC 2006 are covered by standards being enforced by port state control authorities world wide. The figure represents about ten percent of the total 68 ship detentions in the Paris MoU area. The detentions were imposed by the port states of Canada (two ships), Denmark, the Russian Federation and Spain (one ship each). The Paris MOU statement said the detained vessels were flying the flag of Cyprus (two ships), Panama (two ships), Liberia, the Netherlands, and Tanzania (one each). The statement added that a total of 4,260 deficiencies have been recorded, of which 494 (11.5%) were related to the ILO Conventions. Thirty of these were considered by authorities to be serious enough to warrant holding the vessels until the deficiencies were corrected. The report added that 23 of the 30 deficiencies were violations of the MLC and resulted in the detention of seven individual ships. The Paris MOU said it conducted a total of 1,532 inspections, which resulted in a detention rate of 4.4%. The MLC 2006 applies to all commercial vessels. International certification is required for all ships of 500GT and over that make international voyages. Only the member States of the Paris MoU who have ratified the MLC 2006 on or before 20 August 2012 are entitled to conduct PSC inspections on MLC 2006 requirements. The organisation said the port states of Bulgaria, Canada, Croatia, Cyprus, Denmark, Latvia, the Netherlands, Norway, Poland, the Russian Federation, Spain and Sweden are authorised to undertake inspections with regard to MLC 2006 compliance.
