Several times at the march on Saturday, I was asked if we (DFW NORML) will support CBD-only legislation during the legislative session. The official DFW NORML response to this question is as follows: No. CBD-only legislation does NOT address the concerns and needs of our membership, it doesnt really progress Texas, and it isnt a goal of our organization. Our board of directors believes that supporting a policy that legalize only one out of 100+ medicinal cannabinoids is disingenuous and contrary to the promises we have made our members. Our organization, the Coalition as a whole and our Lobbyist believe that our best bet is with whole plant legislation, as it specifically addresses the need for high/CBD-only strains for patients that need that type of therapy, while also addressing the need for consumption of the other cannabinoids such as CBN, CBD and THC. We are submitting three bills to the legislature in November: Civil Penalty Classification (decriminalization, will make possession a civil fine), the Texas Medical Marijuana Act of 2015, and our Legal Marijuana bill. All of our bills are whole plant. If you hear of other legislation, it is NOT ours and will NOT be as thorough or address all of the needs Texans require with this legislation. In short, DFW NORML believes in WHOLE PLANT OR NO PLANT legislation. Our veterans, our children, and our state deserve it.
