Several years ago, I was a member of Mayor Freeman/Wilsons Search Committee to find Garys next police and fire chiefs. The selection process was tedious. After the Committee presented the Mayor with a few finalists, it was her decision to select Garys next police and fire chiefs. Upon her selection to hire Mr. Ingram as Garys next police chief, I felt myself and the entire committee had done a great service for the people of Gary that would eventually result in a better lifestyle for Gary residents. As time progressed, I observed many things. One was the level of morale among Gary police officers. Prior to Mr. Ingram applying for the position, morale was at its lowest. Dont take my word for it. Consider the six police chiefs within 3 1/2 years under Clays administration and contrast that dysfunction with the many homicides during that same time. I was present when Chief Ingram held his first roll call at the Genesis Center. What was a serious indication of dysfunction and low morale among Gary Police Officers was about one quarter of the police force did not show up for roll call. Thats right, twenty-five percent of Gary police officers felt because what ever reason, they did not approve of their new police chief. Their refusal to report to roll call should have been taken very seriously if the Gary Police Department was to be molded into a professionally functioning and 21st century Law Enforcement Agency. Red flags were conspicuously displayed because of their blatant refusal to report to roll call. If they would blatantly refuse to attend a function ordered by their new police chief, wouldnt you agree Ingrams job as the new police chief was targeted from the beginning? How in the world is a new police administration going to change anything if the members of the Gary Police Department have no respect for their superiors? Whats even worst is there are no consequences. Every police officer who decided not to attend roll call should have been suspended for 30 days without pay and written up for insubordination. No exceptions!
