Severe Weather Bulletin Number 7 Tropical Cyclone Warning: Typhoon #YolandaPH (Haiyan) Issued at 11:00 am, 08 November 2013 (Valid for broadcast until the next bulletin to be issued at 5 pm today) Typhoon Yolanda has made third landfall over Daang Bantayan, Cebu. Location of eye/center: At 10:00 AM today, the eye of Typhoon “YOLANDA” was located based on all available data including Mactan Doppler Radar over Daang Bantayan, Cebu (11.2°N, 124.1°E). Strength: Maximum sustained winds of 215 kph near the center and gustiness of up to 250 kph. Movement: Forecast to move West Northwest at 40 kph. Forecast Position: Typhoon “YOLANDA” is expected to be at 245 km West of Ambulong, Batangas by tomorrow morning. By Saturday afternoon, it will be at 743 km West of Subic Zambales or outside the Philippine Area of Responsibility. PUBLIC STORM WARNING SIGNAL PSWS#4:(Winds of more than 185 kph is expected in at least 12 hrs) #Luzon: Southern Occidental Mindoro, Southern Oriental Mindoro, Romblon, Calamian Group of Island and Masbate #Visayas: Northern Cebu including Cebu City and Bantayan Island, Northern Negros Occidental, Aklan, Capiz, Antique, Iloilo and Guimaras POTENTIAL IMPACTS OF THE WINDS: •Coconut plantation may suffer extensive damage •Many large trees maybe uprooted •Rice and corn plantation may suffer severe losses •Most residential and institutional buildings of mixed construction material maybe severely damaged •Electrical power distribution and communication services maybe severely disrupted •In the overall, damage to affected communities can be very heavy •The situation is potentially very destructive to communities •All travel and outdoor activities should be cancelled •Evacuation to much safer shelters should have been completed earlier since it maybe too late under this situation PSWS#3:(Winds of 101 -185 kph is expected in at least 18 hrs) #Luzon:Rest of Occidental Mindoro, Rest of Oriental Mindoro, Burias Island, Sorsogon, Marinduque, Ticao Island and Northern Palawan including Puerto Princesa City #Visayas: Northern Samar, Eastern Samar, Samar, Leyte, Southern Leyte, Bohol, Rest of Cebu, Negros Oriental, Rest of Negros Occidental, Camotes Island and Biliran Province #Mindanao:Dinagat Province POTENTIAL IMPACTS OF THE WINDS: •Heavy damage to agriculture •Some large trees uprooted •Majority of nipa and cogon houses unroofed or destroyed considerable damage to structures of light to medium construction •Moderate to heavy disruption of electrical power and communication services •Travel by land, sea and air is dangerous PSWS# 2:(Winds of 61-100 kph is expected in at least 24 hrs) #Luzon:Bataan, Metro Manila, Rizal, Cavite, Laguna Batangas, Southern Quezon, Camarines Sur, Lubang Island, Rest of Palawan and Albay #Visayas: Siquijor #Mindanao:Surigao del Norte including Siargao and Camiguin POTENTIAL IMPACTS OF THE WINDS: •Moderate damage to agriculture •Rice and corn adversely affected •Few large trees uprooted •Large number of nipa and cogon houses partially or totally unroofed •Some old galvanized iron roofing may roll off •Travel by all types of sea vessels is risky •Travel by all types of aircrafts is risky PSWS#1:(Winds of 30-60 kph is expected in at least 36 hours) #Luzon:Pampanga, Zambales, Bulacan, Camarines Norte, Rest of Quezon including Polilio Island and Catanduanes #Mindanao:Surigao del Sur, Misamis Oriental and Agusan del Norte POTENTIAL IMPACTS OF THE WINDS: •Twigs and branches of trees may be broken •Some banana plants may tilt or land flat on the ground •Rice in flowering stage may suffer significant damage •Some nipa and cogon houses may be partially unroofed •Sea travel of small seacrafts and fishing boats is risky •Public Warning Signal #1 elsewhere are now lowered. •Yolanda, after hitting Guiuan ( Eastern Samar) and Tolosa, Leyte, is now in the vicinity of Northern tip of Cebu and will traverse Visayan Sea and will hit Panay Island between 12:00 – 1:00 pm then will pass in the Southern part of Mindoro then Busuanga and will exit the Philippine landmass this evening towards the West Philippine Sea. •Estimated rainfall amount is from 10.0 - 20.0 mm per hour (Heavy - Intense) within the 400 km diameter out of 600 km diameter of the Typhoon. •Sea travel is risky over the seaboards of Northern Luzon and over the eastern seaboard of Central Luzon. •Residents in low lying and mountainous areas under signal #4, #3 and #2 are alerted against possible flashfloods and landslides. Likewise, those living in coastal areas under the aforementioned signal #4, #3 and #2 are alerted against storm surges which may reach up to 7-meter wave height. •The public and the disaster risk reduction and management council concerned are advised to take appropriate actions and watch for the next bulletin to be issued at 5 PM today.
