Shambling to the finish as perhaps the least productive in the history of the republic, the 113th Congress...with an impressive list of unresolved, urgent national problems trailing behind it like a yard-long strip of toilet paper stuck to its collective shoe. It’s a testament, though to an awesome record of inaction by the men and women of what I’ll call the Loungin’ 113th: fewer than 150 bills passed, compared to the relatively workaholic 906 passed by the original Do-Nothing Congress of 1946.
