Not so far from Taipei, that place is called Yilan Coast National Scenic Area. Well, thats basically not only a view. When you get there, from the left to the right, you can see cliffs, capes, and crystal clear water. Then make a 180° degrees turn and you will see middle high mountains covered by green nature. Dont hesitate to organize a day trip from Taipei to that spot, it is more than worth it. And please, dont forget to respect that beautiful nature to make it sustainable.
