The above text in the Homeland Appropriations Bill clearly shows that House appropriators know that they full well have the ability to limit the usage of use fee generated funds. Republicans telling you that they do not have the ability to stop Obamas amnesty through a defund effort are either lying or ignorant of their appropriations powers.
