Shocked after reading the report of the IPoE on the Great Ethiopian Renaissance Dam (GERD). Why did Ethiopia decide to leave all these technicalities (updating design criteria, spillway specifications, geological bases of dam stability, precise annual maximum flood modelling, accurate hydraulic dimensioning of head works, and etc) unattended, in the first place? Why did it fail to undertake reservoir operation, quality assurance, dam break, biomass removal and social impact studies, anyway? [We seem to have given Egyptians the tools to do their usual charade.]
