Shocked at the lack of real experience and expertise being applied in the Relief work in Uttarkhand. Too many hands and feet not enough planning and quality management. 1. Why the haste in declaring a person presumed dead in just 30 days of untraceability instead of the 7 years prescribed by law? Simultaneously the compensation has been escalated from 2 to 5 lacs. These look like opportunistic moves addressed to a local constituency. This is not to suggest that relief should be minimal But it is no substitute for a long term well planned rehabilitation programme. 2. After my experience in Ladakh I must suggest the following 3. Tracking Supplies: A relief tracking system needs to be set up before it is lost to opportunistic traders and corrupt handlers who would divert it to the market place. 4. Rainproof pest free storage be organised for all supplies and the services of the ASC may be used to help. Two Army officers of the rank of a brigadier and two majors be assigned to help set up and monitor the acquisition storage and supply of relief materials 5. Survivor Aerial Census: All villagers be messaged to assemble in straight spaced out rows five feet apart at a designated open spot in their village on a clear visibility day. On that day Air Reconnaisance be carried out to photographically verify the exact surviving populations of all the remote and affected villages 6. Replace trucks by Mule and Pony Trains: It is stupid to send trucks into the affected areas they will futher weaken the wet mountainsides and damage the surviving roads. Instead horse and pony owners and RVC experts should be used to round up the almost 50 thousand surviving mules, horses and ponies to organise mule trains to supply the higher reaches. It will employ poor people, spread the aid material and ensure a lifeline for human intelligence and feed back on the ctual ground position. 7. Trek Connect: Organise ten man high altitude trekking teams comprising one disaster monitoring expert, two paramedics, one wildlife expert, two constables to register police cases, one radio communications operator with a satellite phone and four sturdy labourers to set up proper base relief camps and carry out any urgent immediate work. 8. Admit all kids from the affected areas to Government schools in Dehra Dun and let the Army organise a hostel for them for 6 months until their rural schols are restored and the living conditions are stabilised. 9.
