Shopian: Murder case against CRPF? PDP says yes; family, police say no By Izhar Nazir Ali The killing of five youths by paramilitary CRPF in south Kashmir’s Shopian district on September 7 and 11 took a new twist Thursday when the opposition PDP claimed that its intervention led to registration of a FIR against the CRPF. The victims’ families and police, however, deny that any case has been registered. “Police was not registering FIR from the last 12 days. Today, after our party president Mehbooba Mufti intervened, a case was filed. The FIR says that the boys were brought down from motorbike by the troopers and shot dead,” PDP’s chief spokesman, Naeem Akhtar. When asked to divulge details of the FIR, if any, including the sections, Akhtar said he was unaware of the same. “We don’t have the sections that are in the FIR. We gave a copy to the father of a slain youth (Tauseef Ahmad Bhat). You can see his father’s picture displaying the FIR,” he added. However, Tauseef’s family contested the PDP claims and said that no fresh FIR was registered by the police. They said police has only given them a receipt of the complaint they had filed soon after the killing. “Police didn’t file any fresh case. They entertained our complaint by issuing us a receipt duly stamped,” Tauseef’s brother, Shabir Ahmad said. A senior police official, wishing not to be named, said that an FIR into the incident already stands registered in the police station Shopian. “We have added family’s complaint to the already existing FIR. No fresh case has been registered. Further enquiry will be carried out,” he said. Earlier, the PDP spokesman in a statement said that Mehbooba Mufti was assured by the DIG south Kashmir that the shifting of CRPF camp from Gagran would start from Friday morning. “She visited the district headquarter Thursday and told the administration that she would sit on an indefinite dharna in the centre of the curfewed town till the two demands made by the people are met: the shifting of Gagran camp and registering of FIR in the shooting incident that killed four boys on September 7,” the spokesman said The spokesman said that the Superintendent of Police met the PDP president at the government guest house and promised that FIR would be registered by Thursday afternoon, but Mehbooba insisted that she would not leave the town and would sit on dharna unless the FIR was registered and its receipt handed over to the father of Tawseef, one of the victims of CRPF firing. The spokesman said that the DIG South Kashmir Vijay Kumar also met the PDP president and discussed with her the shifting of CRPF camp from Gagran which has been a source of trouble for the entire area for several years. “There have been numerous complaints of serious human rights violations against the camp ranging from torture, illegal custody and enforced disappearance,” he said. Mehbooba, according to the spokesman, told the DIG that since the state government had “totally lost the credibility in the eyes of the people,” therefore unless shifting process of CRPF is started, people would not believe it to be true The DIG, he said, assured Mehbooba that the shifting process would start from Friday morning and would be completed in few days. Mehbooba also urged the district administration to lift the curfew and restrictions immediately so that the people of the area are able to pick up threads of life again after the tragic incidents that resulted in the death of five youth, the spokesman said. “She said any prolongation in restrictions would result in severe economic damage to the area where the fruit trade has taken a severe hit at the peak trading season,” the spokesman added.
