Short-Term ConsultancyTerms of Reference Project Management Support to the Innovation Policy Platform (IPP) World Bank Position Summary The World Bank is seeking a Short Term Consultant (STC) to join the Innovation Policy Platform (IPP) team to project manage the continued development of the platform.As the IPP (innovationpolicyplatform.org) ramps up from its launch in January 2014, the Consultant will work closely with the IPPTask Team Leader (TTL) and team members, taking responsibility for various aspects of the IPP’s day-to-day operations. This will entail providing leadership on the refinement and execution of the IPP Community of Practice, the development of additional content for the site and maintenance and development of key stakeholder relationships. The Consultant will be responsible for numerous project management tasks, including managing the software/IT contractor, orchestrating the consultants involved in content development, and ensuring effectiveness in communication with the OECD (the World Bank’s partner in the IPP). The consultancy is expected to start immediately and run till the end of this current financial year, with the strong likelihood of a follow-on contract for up to 150 days during the 2014/15 financial year. Background Innovation policy is an area where the development community is facing rapidly increasing demand, where there is little codified knowledge regarding good practices, and where there are no global spaces for continuous collaboration and exchange of experiences amongst policy practitioners. The IPP addresses these challenges through a joint initiative between the World Bank and the OECDaimed atfacilitating knowledge exchanges and peer-to-peer learning through an interactive, comprehensive and up-to-date platform with cutting-edge knowledge on innovation policy. At its core, the IPP is about the “how-to” of innovation policy. It aims to foster the use of innovation policy as a tool to increase competitiveness, employment, and shared prosperity across industries and countries. The Platform will achieve this by providing practical knowledge on programs and policy instruments to stimulate innovation, improve know-how regarding their implementation, and increase the focus on results. Policy practitioners from client countries, World Bank Group staff, OECD staff and other IPP users will be aided in the identification of problems and the design of appropriate solutions through easy access to open-data and cutting-edge innovation policies and programs, as well as through access to thought-leaders outside their immediate purview. The platform includes: • Cutting edge, action-oriented, and easily digestible knowledge on innovation policy, sourced from best practices within both the World Bank and the OECD and increasingly from elsewhere, where it will be codified in terms of its theoretical underpinnings (via policy briefs); be brought to life (via the community of practice); and be measured and documented (via case studies and best practice guides) • A much-needed space (currently under development) that allows those designing and implementing policies and interventions to convene, work together, exchange ideas, ask questions, share solutions, and learn from each other, in both virtual and non-virtual ways • Interactive statistical features that allow users to interact with and visualize data Scope of work The Consultant will report to the IPP TTL and provide support to the team in three key areas, namely: • Community of Practice development (40%): A critical component of the IPP will be its Community of Practice, namely a group of innovation policy leaders, practitioners, and active IPP users, whose (evolving) role willbe to support members in mutually beneficial ways, including sharing relevant explicit and tacit knowledge and skills, identifying just-in-time solutions to specific innovation policy needs of industries, and engaging public private dialogue, among others. The curation of an IPP COP will be critical to the success of the platform. To this effect, the Consultant will work closely with the TTL and team members to execute actions and initiatives against that strategy. • Marketingand Communications(10%):Part of the role will be to continue to market the platform to users both internal and external. This may include the development of relevant materials and presentations. • Project management support (50%):Project manage day-to-day implementation and coordination of the IPP, including, but not limited to: o IT Solution: Working with the TTL and IT resources to manage the platform and oversee development of the technical elements of the CoP. o Content development and completion: Work with team members and specialist consultants to ensure content development for the IPP is on schedule, on budget, and in appropriate formats for upload to the IPP. This includes managing workflow of the content consultants, peer reviewers, copy editors, web editors, and the IT consultant to ensure the material is published in polished form on the platform. o Monitoring, evaluation and reporting: Track IPP implementation progress and reporting on results. This will include preparation of regular briefs and updates for management and partners as well as supporting the collection of the platform baseline indicators o Relationship management: Work with TTL and team members to ensure fluidity of communication and effective partnering with counterparts at the OECD. This will involve participation in weekly calls, regular interaction by email, and general coordination activities. o Administrative tasks: Assist the TTL with IPP-related communications and consultations including preparing and organizing internal and external documents, preparing TORs, hiring consultants, running meetings and consultations, coordinating meetings, drafting agendas and minutes, managing reporting on budgets, following-up on key actions, maintaining records and documents for the internal Bank and Bank/OECD work. Selection Criteria These Terms of Reference call for a dynamic, independent and highly-organized professional with a solid knowledge of innovation, enthusiasm to learn and an ability to work effectively in fast-paced and multi-cultural teams. This professional should have: • Excellent oral and written communications skills in English. • Proven superior project management and organizational abilities. • Experience in and awareness of innovation policy • Good awareness of (and possibly experience with) Community of Practice • Demonstrated ability to work flexibly on a range of assignments, and prioritize a variety of complex evolving tasks. • Demonstrated ability to work in teams. • Mastery in Microsoft Word, Excel, and PowerPoint, • Familiarity with HTML, Microsoft SharePoint, Drupal, social media principles, Web 2.0 technologies, and website development and management. • At least four years of professional experience in project management, management consulting, external relations, s, information technology, innovation policy development, or other related fields. • Relevant Master’s degree. Fees of the Consultant The consultant will report to the TTL. The consultant will perform the work requested on a full-time basis beginning immediately upon selection through June 30 2014, with the likelihood of a follow-on STC contract in the 2014/15 financial year. . The consultant will be required to work in Washington, DC and will be compensated in line with World Bank rates commensurate to education and experience.
