Should Kedah Government Charge Penang Government for Raw Water Extraction? 1. This is probably the next hot topic that will rock the relationship between Penang and Kedah. Penang dont want to pay because they have never paid before and question why the need to pay now. They also raised the point that the water was extracted from the Penang side and not Kedah side even though the river starts from Kedah forest. Nothing will stop Kedah from putting a dam across their river and export the water to other states. 2. The people must look at this issue from a brotherly spirit beyond borders and what is right and what is wrong. Is it wrong for Penang to make a contribution to Kedah annually based on consumption of water? I think it is acceptable idea. Take it as a contribution to help the poorer neighbor. It is not as if the government of Penang cannot afford it. Kedah is part of Malaysia. It is like giving a contribution to your brother. It is not as if they are paying Thailand "wang emas". Many original people from Penang lives in a lower cost environment in Kedah and work in Penang. Plenty of Kedahan lives in Penang too. 3. The Penang government cannot be selfish. Water is a natural resource and a commodity. It need to be efficiently distributed and hence the cost. There is a cost in the form of lost of revenue for the Kedah government for maintaining the forest reserves so that clean water reaches penang. 4. My advice, do the brotherly thing LGE..
