Should economic development -- in this case the Rogun dam in Tajikistan financed by the World Bank -- come at the cost of potentially displacing 42,000 people? The Tajik government claims that they need to build the Rogun dam to get more electricity. But tens of thousands of people may be worse off if the dam was constructed. This controversy also raises a larger question about whether economic development is always desirable. I believe in the capitalist system and the importance of building modern infrastructure to support a countrys growth path. However, the needs of economic development have to be balanced by the needs of people. What this article shows is that development projects are not always beneficial on balance and that international banks, like the World Bank, and host governments need to evaluate the risks and benefits of each project before deciding whether to fund it. hrw.org/news/2014/06/26/world-bank-s-dam-dilemma-tajikistan
