Hon’ble Chief Minister Shri Prithviraj Chavan, Awaaz Foundation’s Report on noise levels during the celebration of Diwali 2013 is enclosed with complements to the Mumbai Police for spreading awareness messages about the 10pm deadline for the first time, setting up easily accessible sms complaint systems and bringing the Firecracker Distributors’ Association on board to control noise. These measures resulted in greatly reduced noise levels during the entire period of Diwali, with the exception of the time 10 pm – 1 am on 3rd November. The anti-firecracker campaign of Mumbai enjoys widespread citizens’ support and has spread to many other cities of India and even neighbouring countries like Nepal. I sincerely hope the measures implemented in Mumbai for the first time will continue and intensify beyond Diwali to bring about continuous incremental changes in the noise levels of the city and beyond. Yours sincerely, Sumaira Abdulali Awaaz Foundation Report on noise levels Diwali 2013 Noise levels, which have been reducing for the past 3 years, were further reduced this year and this was the quietest Diwali in a decade. In the days preceding Diwali and upto 9 pm on 3rd November 2013, there was a visible decrease in noise levels and very few atom bombs and serial crackers were burst. There were complaints of noise from a few places including near Lilavati Hospital and Jaslok Hospital from citizens. The greatest concentration of noise was at Marine Drive were people congregated to burst crackers. Awareness messages were displayed by the Police on the Promenade that the cracker time limit of 10pm would be enforced. At about 10pm, a large numbers of Police started closing down use of firecrackers. Although the majority of people stopped, the Police met with resistance from a few who blatantly continued to burst crackers until 12 midnight when a heavier police force was deployed. In areas such as Pali Hill, Peddar Road and some other pockets of the city, crackers continued until 1am. In conclusion, the time limit of 10pm was breached in many parts of the city as firecracker use started late, in spite of messages from the Police. The actual decibel levels were greatly reduced due to the shorter number of days for which crackers were burst, and the much smaller numbers of loud bombs including serial and rassi bombs.
