Bush refused to sign any continuing resolution into law unless it was paired with a deficit reduction plan, and backed up the pledge by vetoing one that made it to his desk. The House failed to override his veto and the conflict was not resolved before a shutdown. What resolved it? The House and Senate adopted a joint budget resolution that provided an outline for reducing the deficit, and Bush then signed a continuing resolution they sent him, ending the shutdown.
