Signalling something which has been brewing for some time and can be expected to hit us in the face should the Tories get in next time. Or as Hirsch puts it: Gradgrind was right. In other words, the issue is expressed as a dichotomy - knowledge OR skills with the knowledge-freaks needing to typify all pre-existing education as being deficient in content. Then it supposes that a solution to all this is instruction. This requires a raft of capabilities, abilities, processes, interactions as non-factual. And it pre-supposes that we all know what facts are the valid ones to be teaching/learning. Further problem - even as the gradgrindists tell us that facts are liberating, most people who advocate this stuff also advocate loads of high stakes testing - a process which tells a large percentage of those trying to cram in the stuff that they are failures. Not so liberating, huh? So, know-how doesnt count as being important or even as knowledge per se. The example I give about this is that we talk about google as being a source of knowledge. If you google the word google you get a set of hits (which are self-defined, surely, as a form of knowledge?) on how to use google. Is this knowledge or not? I think it is. Is it transferrable? (bogie word for the gradgrindists), yes, I think it is.
