These include Romania, Lithuania , Moldova , Bulgaria, Belarus, Georgia. USA is the country that receives the most foreign-born children. According to the Commissioner for the President of the Russian Federation for the Rights Pavel Astakhov , in the years 1990-2010 in the U.S. killed 19 adopted Russian children .
