The Court then refused to look at the government-certified documentary evidence, deciding instead that the facts necessary to prove his statements true were irrelevant. The Congress shall have power to lay and collect taxes on incomes, from whatever source derived, without apportionment among the several States, and without regard to any census or enumeration. —The 16th Amendment to the Constitution of the United States of America After an extensive year-long nationwide research project, William J. Benson discovered that the 16th Amendment was not ratified by the requisite three-fourths of the states and that nevertheless Secretary of State Philander Knox had fraudulently declared ratification.
