Since 2004, six different complaints from the victims of Kunan mass rape were pending before the SHRC at Srinagar. It included a composite petition that was filed by a male who could not survive to hear the final verdict of the commission. Finally, the SHRC clubbed all the petitions together and passed a judgment in October 2012 recommending the government to pay compensation to the victims and file a case against the then director prosecution in the state police.
