Since Vladimir Putin annexed Crimea, a tougher line toward Moscow has been needed. All the same, the West does not want war with Russia. The dilemma is reminiscent of the 1940s, when US diplomats devised the policy of containment” vis-à-vis the Soviet Union. Whether it would work this time around is questionable; it may destroy the system it is supposed to save. The West, however, has no choice.
