Since the “Great Recession” began, Congress has adopted a series of stopgap, last-minute and flame-extinguishing resolutions for passing a federal budget. The worst of which was the government shutdown of last October. Now a bipartisan, full federal budget bill has passed the House and likely the Senate without much politicizing or finger pointing on either side of the aisle. What changed?
