Skeptics and detractors will always denounce me as being anti development but, as an elected leader, I will not tire of reminding the Nation of the looming crisis of having a sprawling city akin to a jungle of concrete and motor, with no guiding instrument or policy direction. Its on that premise that I would pose the following questions to whoever is hyping the proposed redevelopment of Nakivubo Stadium as a business complex; 1) The current legal regime for Kampala vests the mandate to receive and approve all building plans into the Metropolitan Physical Planning Authority, which the minister for Kampala has obdurately refused to establish. Where, then, does President Museveni derive the authority to receive and approve the Nakivubo Stadium redevelopment plan? 2) The Master or Structural Development Plan for Kampala expired over a decade ago, and the KCCA Act commands the the yet-to-be-established Metropolitan Authority to develop a new comprehensive Kampala metropolitan master plan, in liaison with the office of the Lord Mayor, KCCA, National Planning Authority, local administrative units in the metropolitan area, among others. The Master plan would serve as a benchmark for approval of individual building plans but, thanks to the lip service of this government, Kampala has no valid master plan. Why then would the president, or any other government official, purport to approve individual building plans whimsically? 3) How did Ham, the pampered investor with loads of lucre, get leverage to circumvent the procurement processes, and submit the plan to the President, moreover without the involvement of the KCCA Director for Physical planning or the Minister for Kampala? 4)How much is the privileged investor going to pay for that land and facility of historical significance (Word War 11 memorial stadium)? 5) What is the likely impact of the proposed business complex on the traffic flow in the already congested Nakivubo corridor? 6) etc
