Skin care labels are required to list ingredients in descending order based on their concentration (if above 1%). It is therefore assumed if an ingredient isnt near the top of the list, its not effective. While this may be true in many cases, there are also ingredients that require very small amounts to be effective. If bundled with others that require larger concentrations to be effective, it will end up fairly far down on the list. So while looking at the order can give us some information, unless the actual percentage is known, as well as what percentage is needed to be effective, it could be misleading.
