Small Business Health Options Program Director Requests One Year Transition (Lansing, MI – Insurance News and Markets) - Annette E. Flood has requested a delay of employee choice in the Small Business Health Options Program (SHOP) until plan year 2016, in accordance with the final rule on the Affordable Care Act. This request was made based on concerns that employee choice in 2015 could lead to higher rates for small business owners and employees, decreasing competition in the SHOP marketplace. Flood submitted a request for the transition to the U.S. Department of Health and Human Services Secretary Kathleen Sebelius on June 2. The decision was supposed to be available by June 10.
