I also would note that my library is one of the 2500 that still receive the Federal Register and Congressional Record in print -- a figure that I find to be a bit smaller than I would have expected. We dont retain it as long as we used to. At the end of every presidential administration, regulatory output is increased by about 20% over normal in the last 90 days before the next inauguration. The next administration decries the practice, wringing hands and spouting slogans. I just have to allocate shelf space for the practice. I ghost-wrote a quote for the WaPo about the Federal Register a few years ago, creating a Regulation Wonk that the writer was compelled to add to add a parenthetical statement yes, they really exist.
