Snyder Signs Adoption Bills Governor Rick Snyder signed into law Tuesday legislation designed to improve the adoption process. Under HB 4646* (PA 117), parents or guardians can relinquish their parental rights without going to court in direct placement adoptions after the birth of a child. The parents or guardians must sign the release in the presence of his, her or their attorney after a mandatory 72-hour waiting period after the childs birth. HB 4647* (PA 118) reduces the time between formal adoption placement and the issuing of a court-ordered adoption for children under 1 to three months instead of the previous six months. HB 4648* (PA 119) would enable a court to stop a mother from giving up a child for adoption if the father objected. Adoption is emotional for all involved, Mr. Snyder said in a statement. These bills will help avoid unnecessary delay in the process encouraging a smooth transition for everyone.
