So I see this going around and have read the opinions so I had to research it a little. It is not customary for a CIVILLIAN to return a salute to a service member. We all know that our President has not served our country. The salute is reserved for those who have served as a gesture of respect to one another, and even if they have served, if they are not in uniform, the salute should not be returned. Civilians need only acknowledge the salute with a head nod as seen in this video. President Ragan Did serve and found himself feeling like the Marines who saluted him while he was exiting the helicopter seemed unsure of when to end the salute so he asked if he could return the salute and was told, well I dont think anyone would stop you. He tried to keep this tradition going.
