So I worked on some trailer wiring today. Things were going along well, until testing when I figured out that the RV plug I bought did not use the standard trailer wiring colors. So luckily I used a junction box and I started swapping wires to where they should be and I realized that the trailer brakes had been running off of the left turn signal instead of the brake controller signal. And the brake controller signal was always on, when when I was not stepping on the brakes. So I think I do indeed have a bad brake controller. E-mail sent to the manufacturer, hopefully they will replace it (especially since I cut the plug off of it since they do not make a wiring harness for a Subaru)
