So, Ive been around newsrooms long enough to know how this stuff works. You go through a writing and editorial process that involves discussions on stories, especially a poll or list. Different levels of editors read it before publication. Usually, there are also debates in daily editorial meetings on what will be included. Time Magazine knew full well the controversy they would create by doing this and the editors likely looked forward to it gleefully. Anything to sell pages. And now? This apology was surely planned before they put the issue out. But it doesnt change the deliberateness with which they did this in the first place.
