When we read the PSCT for Black Horn of Heaven, we see that it says When your opponent would Special Summon a monster. So, the question becomes: If 2 or more monsters would be summoned, does that count as a monster would be Summoned? Looking at the PSCT for a similar effect, we find that Thunder King Rai-Oh has PSCT that reads when your opponent would Special Summon exactly 1 monster. The distinction here is When a monster would be Summoned versus Special Summon exactly 1 monster.
