So annoyed, sitting stuck in traffic yesterday, not going anywhere in a traffic jam, I looked at my mobile phone, I placed my phone down when we got going, next thing I get pulled over and fined $341 for using my phone whilst driving, I stated to the police officer that I was not driving and that the car was stopped with nowhere to go, he said that because I was in the car I was in operation of a moving vehicle, again I said that I was not moving and when I did start to move I placed my phone down - he totally ignored me and threw the fine in the car - If I was driving whilst using the phone - far enough - but what risk was I whilst stopped ? Feeling rather annoyed - I think revenue reading at its best
