So basically, if a postal carrier leaves a package that is only supposed to be delivered when signed for and the contents of that package is subsequently stolen, neither the USPS nor the carrier are responsible for it beyond whatever the package was insured for. The carrier was negligent, services paid for were not provided but the USPS disclaims all responsibility for the package. We are better off sending the USPS to its grave by using more responsive, tighter run delivery companies like UPS and FedEx.
