So....friend finds a stray dog. Friend responsibly has said pup scanned for chip. Chip is found. Owners are contact via phone and email. Owners do not respond. Signs are posted on CL, FB, SPCA website and CAP shelter. No responses. Three days go by. I agree to take the dog into my rescue. Chip was implanted by Houston SPCA so I call them. They confirm dog was chipped there and adopted out earlier this month. They refuse to give me shot records since I am not the owner. I explain the situation. SPCA says unless the owner signs dog over to me, I will never get records from them. I ask if I can surrender dog to them and then pull or adopt back. They say no, they wouldnt give dog back to me. I ask if I change the chip info, does that count as ownership? They say no. I ask what I can possibly do to avoid having to over vaccinate the dog. Their answer: Nothing. Seriously?!?!
