So, my neighbor behind me has two mutt dogs that constantly bark. They keep one tied up inside their fenced in yard. For the past 5 years Ive delt with this issue. Ive talked with them multiple times and exhausted every resource to get this taken care of with no resolution. They are never home which is the main issue. Ive even offered to let them borrow my bark collars. Any suggestions before I go ballistic?
