So remember how in Season 4 of The Walking Dead the Governor tells that family he adopts himself into that his name is Brian? Thats his actual name he just doesnt realize it. According to the Governor bio novels, Phillip was actually his brother - whom was a psychotic asshole before they encountered Woodbury together. Phillip got so out of control though that Brian was forced to murder him. When Woodbury officials asked his name, the trauma of murdering his own brother convinced him that he actually was Phillip.
