So, the ordinance says there will be no on-road parking -- but only on selected roads -- and no signs will be installed to tell you where. How are we supposed to know which roads? Are we supposed to memorize the list? Are we supposed to carry around a map? How are non-city residents, i.e. tourists, supposed to know without any no parking signs? And where do they expect people to park, especially now that they have widened all the roads to deliver even more vehicles into downtown? Do we park on the sidewalks? Then where do we walk, in the streets? How does it help traffic to force pedestrians to walk in the street? How does all this help businesses, especially the heritage businesses? How does making it less convenient for people to visit the downtown help maintain the heritage structures downtown? If we are not careful, downtown Iloilo will become hallowed out like so many cities have been. Businesses will not survive the decline of customers. Downtown Iloilo will become either empty and dangerous with boarded up buildings or empty and antiseptic with government-funded restored buildings devoid of any activity, a la a museum. This ordinance does not help drivers (where do we park?). It doesnt help commuters (sidewalks full of cars). It doest help businesses (more difficult for both commuting and driving customers). But it does help one group -- the politicians who get to hire the parking enforcers and then get to spend the money the fines (from streets having no signs). And since the politicians all have (government-funded?) drivers, the rule doesnt apply to them.
