So, why hasnt the Water-Bear/Tardigrade (microscopic organism) evolved, or at least created an external tool as an extension of its limbs or written a language or some sort? To our knowledge this tough little creature has been on this planet for a half a billion years, and for some odd reason it has not gotten any smarter, at all.
