So you owe Kansas City $475 in Earnings tax. You decide to pay it online and have the amount automatically deducted from your bank account. You print out a receipt and think everything is fine. Then, five years later, you get a call from a collection agency informing you that Kansas City never received the tax payment. You check your bank records and discover it was never deducted. You contact the city, send them a copy of your five-year-old receipt, and offer to make the payment again. But thats not good enough. They now want you to pay a penalty and five years worth of taxes, making your $475 tax bill now $875. The city tells you your payment from five years ago bounced, but when you check your bank records theres no evidence of insufficent funds or a bounced check. You ask the city for proof that it was, indeed, your mistake. The city tells you it cant provide proof because it no longer uses the same system and the old system records are all in storage and inaccessible. You ask why the city waited five years to tell you it never received your payment? You are told its your fault. You should have made sure the money was deducted. You disagree.
