Babies without feathers, or very weak ones cannot regulate their body temperature, even when its warm outside. They should feel warm to the touch, If they feel cool or cold, they need to get some supplemental heat quickly. Once this little one was warmed up, he perked up and was able to take some formula. Hes doing great now and luckily should be just fine.
