Solution to the Kenyas current state of insecurity can never be extracted from a paper by literally striking some ink on the paper behind closed doors because the insecurity and or lawlessness reads no texts neither does it sit comfortably at a prestigious office desk in some flashy office room. Insecurity is a career. Its a technique demanding tactics dynamics. Its an art requiring apprenticeship not entrepreneurship. Insecurity is a topic so easy yet so tough; so simplified yet so complicated! If you refer to what happened to the police at Baragoi and Kapedo respectively, you concur with the conception that its never a legal or constitutional loopholes that are to blame for such occurrences but uncoordinated and unprojected performance, which is directly attributable to institutional deficit. The travelers were recently forced out of their commuter bus by a group militia men at some point near Mandera and butchered, not because we hadnt have laws or security apparatus to protect them but because we are devoid of mechanisms and political good will to guarantee citizens the security wherever they are and whenever its most needed. The quarry workers were the most recently victims of massacre near the same scene who had to die not because they valued money so much more than their own lives they couldnt flee from an imminent danger but because the govt failed to surround them with security around their source of livelihood. Just who knows the Al-Shabaab? Just where and how is the Uhuru bill going to identify and a little precisely pick a terrorist from a group to avoid wrong incrimination and torture on the innocent people to ensure there is real justice and no unnecessary empowerment of any illegal gangs by recklessness on the part of the Kenyan law enforcement agencies in dealing with terrorist activities in the country? Uhuru aught to have drafted only those laws which seek to deal with terrorists but shields the freedom of innocent citizens, thats, if only Uhuru had any expertise in lawmaking!
