Some Michigan lawmakers are proposing a pilot program called Pay It Forward, a plan that would give high school graduates a year of free college tuition. In turn, they would have to give the state 4% of their future earnings to the state for 20 years. The money would be used to help future students attend public universities or community colleges without up front financial obstacles. Federal funding for the program would cost $2 million a year to start-out, and help 200 graduates a year. Backers say it will help students avoid debt and possibly expand if its successful.
